Policies are templates for which parameters have been set. When a subscription is activated, the service activation engine (SAE) instantiates the policy associated with the service by substituting values for its parameters. Then the instantiated policy is sent to the E-series router through COPS to be applied on the subscriber's interface.

Parameter value acquisition is the process of deriving the values for parameters based on information that is specified at service definition, subscription, and activation time. By declaring variable names, sets of substitutions can be associated with several kinds of objects, such as SSP services, SSP subscriptions, enterprises, sites, accesses, and service scopes.
